Introduction to VGMVerified Gross Mass
The Verified Gross Mass (VGM) is the weight of the cargo including dunnage and bracing plus the tare weight of the container carrying this cargo.

Starting July 1, 2016, the International Maritime Organization (IMO) implemented new legislation under the International Convention for Safety of Life at Sea (SOLAS). This regulation mandates that all containers, including their contents, must be weighed and verified by certified equipment according to each country's standards. Estimated gross weight is no longer accepted, ensuring enhanced safety at sea for both personnel and equipment.

Ensuring safety at sea - why VGM is Important?

Incorrect container weight has historically been a leading cause of accidents and unfortunate events at sea. The new VGM regulation aims to prevent such incidents by ensuring accurate weight documentation. This regulation is crucial for:

Who is Responsible for VGM?

The shipper is legally responsible for submitting the Verified Gross Mass (VGM). The shipper can be:

  • The entity named on the ocean bill of lading, sea waybill, or equivalent multimodal transport document CMRInternational shipping letter
    International freight for road document which is legally binding
    .
  • The party that has concluded a contract of carriage with ColliCare.

How to Determine VGM

Shippers can determine the VGM through two methods:

  1. Weighing: Weigh the complete container with goods and packaging at the shipper's premises or en route to the terminal.
  2. Calculating: Calculate the total weight of the goods and packaging (including pallets, wrapping, securing material, stowage material) and add the container's tare weight (mentioned on the outside of the container).

Communicating VGM

Shippers must add the VGM to the shipping documents when the goods are weighed or calculated. The VGM can be sent digitally to ColliCare.

Deadlines and Consequences

  • Effective Date: The amended SOLAS Guidelines have been in effect since July 1, 2016.

  • Consequences of Non-Compliance: Delays, added costs due to administration fees, demurrage costs, and container detention.
